The Department of Planning is charged with achieving “a character of development in the county that will be physically harmonious, economically sound, and socially beneficial.”  It maintains maps and reports on infrastructure, demographic trends, and other such data.  The Department of Planning and the Planning Commission review proposals for subdivisions that are located near town boundaries or are above a certain size threshold.
