County DepartmentsFiled Under: County | WestchesterOf the 22 County departments, those most involved in environmental issues are the following: Board of Acquisitions and Contracts The Board approves and authorizes resolutions concerning contracts submitted by County departments for construction, repairs, alterations and improvements of public facilities. Westchester County The County Attorney conducts all civil law business. Of special environmental relevance is the Law Department, which interfaces between federal or state regulators and municipalities. In 1998 the Department negotiated a sewer remediation consent order with the New York State Department of Environmental Conservation and implements the order with municipalities. Department of Environmental Facilities The mission of this department is to protect, preserve and conserve the water supply and quality of watercourses within or on Westchester’s borders. It is also charged with providing proper solid waste management practices, including waste stream reduction and recycling, in order to protect public health, safety and welfare. Environmental Facilities also plans, operates and maintains solid waste facilities, wastewater collection and treatment systems and water filtration and distribution systems in compliance with State and federal laws. Department of Health The Health Department responds to complaints of sewage, chemical and oil spills, water emergencies and hazardous materials. The department publishes informational material and health alerts, monitors air quality and petroleum bulk storage facilities, and reviews land subdivision proposals that involve in-ground septic systems and public sewers. Within the department are the following offices: environmental health, environmental health risk control, environmental quality, public health, public information, and a complaint bureau. Laboratories and Research This department fuses the Medical Examiner Office and its associated laboratory functions with the County’s Public Health Laboratories. The Environmental Laboratories division provides bacteriological and chemical analyses of water, wastewater, food, soil, hazardous waste, air and paint. The department will test well water if there is evidence of potential problems. Department of Parks, Recreation and Conservation The Department of Parks, Recreation and Conservation oversees more than 40 parks and facilities, including five golf courses, five swimming pools, three beaches, four miniature golf courses, seven nature preserves, two historic sites, two children’s summer music camps, the Children’s Summer Ecology and History Programs, and the Young Farmers’ Program. The Department also manages Lasdon Park and Arboretum, Muscoot Farm, Westchester County Center, three recreational trail ways and the 279-acre Playland amusement park and recreation complex. Department of Planning Division of Environmental Planning: Environmental Management Council: Historic Preservation Soil and Water Board: Committee on Non-point Source Pollution in Long Island Sound: The Planning Department is dedicated to promoting orderly development that protects and improves the quality of life and physical environment of Westchester’s 900,000 residents. Of its five divisions, those most involved in the environment are Local and Regional Planning, Research and Economic Planning, and Environmental Planning. The Environmental Planning division prepares environmental reviews for County projects, provides technical planning and policy services to municipalities, County departments and other government agencies and individuals regarding rational resource protection, and supplies technical and administrative support to the Environmental Management Council, the Committee on Non-point Source Pollution in Long Island Sound, and the Soil and Water Conservation Board. The Environmental Council is a citizen advisory body to local, County and State agencies on environmental policies and sound use of environmental resources. It assists municipal Conservation Advisory Councils and Boards and assists with and produces public meetings, workshops, seminars, publications. The Soil and Water Board is also a citizen advisory body that provides technical assistance for soil and water resources protection to municipalities and the public. It acts as an inter-municipal coordinator and technical advisor for watershed-based planning. Department of Public Works The Department of Public Works designs and constructs infrastructure, and maintains 179 miles of County roads, 186 County bridges, 80 traffic signals and County buildings in White Plains and Valhalla. Department of Transportation This department subsidizes private operators of the bus and para-transit systems and provides incentives to employers whose staff uses mass transit. Westchester County Archives In addition to the departments listed above, the County Archives maintains historical documents, maps and photos accessible to the public. |
