In 2007-2008, Englebright:
- In regards to new energy production and alternative energy in New York, Englebright voted for A.8697 to Reauthorizes Article X of Public Service Law governing siting of major electric generating facilities which establishes a siting process that is more open to the public and requires greater analysis on potential environmental and public health impacts
- He voted for A.7365 and A.7366, which earmarked revenue from the sale of CO2 emissions allowances for energy efficiency and clean energy and created a dedicated clean energy fund.
- He supports legislation making taxpayers who install solar energy systems eligible for tax credits and increases size of eligible solar energy systems from 10 to 50 kilowatts, A.7451. He also supports expanding eligibility criteria in existing state law to include non-residential solar and wind energy systems, and increase limits on residential solar, wind and farm waste systems. - Englebright voted to expand net metering eligibilities to include fuel cells and electric corporation customers, increases size of all eligible systems and eliminates system wide caps A.8690 and for A.9902 which provides for the net energy metering of solar, wind, fuel cell and farm waste electric generating systems
- Dealing with energy tax incentives and loans he supports extending the allowance of tax credits for purchase of energy efficient home heating systems (up to $500 until 2009) and for purchase of cleaner heating fuel oil (extends bio-heat tax credit until 2011). A.7909 and legislation which creates a real property tax abatement for solar power system in New York City A.11202
- He supported A.5494, which establishes a small business energy loan program to finance costs of facility improvements to reduce energy.
- Sponsored A.0836, requiring electric corporations to develop and utilize clean energy technologies and A.0910 establishing customer rights to have access to certain clean distributed energy resources
